The Environmental Protection Agency (EPA) issued its final rule on Sept. 22, 2009, requiring that certain facilities report their greenhouse gas (GHG) emissions. The EPA estimated that about 10,000 facilities would be affected, accounting for 85-95 percent of U.S. GHG emissions.
